§ 2. Purpose
The District is created and shall exist for the purpose of providing a comprehensive
system for managing solid waste generated within the member municipalities. The principal
elements of the management system may include collection, transportation, processing,
citizen information and education, land disposal, incinerators, recycling centers,
intermediate processing facilities, composting plants or resource recovery facilities,
or any combination thereof, as well as any other methods allowed by law. In order
to assure that everyone pays the real cost of solid waste management, the primary
source of funding for District operations will be based on user fees.
