§ 22. Noninterference with administration
(a) Except for emergencies and for the purpose of inquiries or investigations authorized
under this charter, the Board, its members, and committees shall deal with Town officers
and employees who are subject to the direction and supervision of the Manager, solely
through the Town Manager, and shall not give orders to any such officers or employees,
either publicly or privately.
(b) Neither the Board nor any of its members or committees shall in any manner dictate
the appointment or removal of any Town administrative officers or employees whom the
Manager is empowered to appoint. The Board may, however, express its views fully and
freely and discuss with the Manager, in open or executive session, consistent with
law, anything pertaining to appointment and removal of such officers and employees.
(c) No member of the Selectboard shall attempt to control or direct the Manager in the
discharge of the duties entrusted to him or her, except by vote of the Board at a
