§ 102. Purpose
(a) The District is created and shall exist for the purpose of providing for management
of solid waste generated by member municipalities and their residents. The District
shall have plenary power over solid waste management within its boundaries, consistent
with the provisions of the State solid waste management plan. District solid waste
management shall be based upon the philosophy expressed in the preamble to this agreement,
and shall include the priorities of No. 78 of the Acts of 1989:
(1) reduction of solid waste generated;
(2) reuse and recycling of materials;
(3) reduction of waste volume before disposal; and
(4) providing land disposal for residuals.
(b) The District shall manage household hazardous waste and small quantity generator waste,
and may manage other hazardous waste at its discretion. The definitions set forth
in subchapter 6 section 607 shall apply throughout this agreement.
