Executive Order No. 3-63 (No. 04-14) [VtSHARES Coordinating Committee]
WHEREAS, for many years Vermont state employees have joined with other citizens in
support of voluntary charitable services;
WHEREAS, state employees share feelings of civic responsibility and deserve the same
opportunity as their neighbors employed in the private sector or by the federal government
to discharge that responsibility efficiently and with the knowledge that their charitable
contributions will be used accountably and in a way that will provide maximum benefits;
and
WHEREAS, organized charitable campaigns are permitted under 29 V.S.A. § 5.
NOW, THEREFORE, BE IT RESOLVED that I, Peter Shumlin, by virtue of the authority vested
in me as Governor of the State of Vermont, do hereby re-establish and re-constitute
the “State Employee Combined Charitable Appeal Committee” as the VtSHARES Coordinating
Committee and order as follows:
I. Composition, Appointments, and Process.
The VtSHARES Coordinating Committee shall consist of the Secretary of Administration
and at least four other persons appointed by the Governor who will serve at the pleasure
of the Governor. The Governor may delegate his appointment authority under this Order
to the Secretary of Administration.
The Committee shall be chaired by the Secretary of Administration or his or her designee.
The Committee shall meet at the call of the Chair and may designate additional committees
as necessary to administer the VtSHARES campaign.
The Agency of Administration shall provide administrative support to the Committee.
II. Charge.
The Committee shall review and, if approved by the Governor, make arrangements for
the VtSHARES campaign and other such organized charitable campaigns as the Committee
deems appropriate to solicit funds from state employees at their places of employment
or duty stations. In making these arrangements, the Committee shall consult with
appropriate interested persons, organizations, state agencies and departments.
Upon authorization of an organized charitable campaign by the Committee, the Committee
shall recommend appropriate action or authorization of the campaign by the Governor
pursuant to 29 V.S.A. § 5.
III. Effective Date.
This Executive Order shall take effect upon signing.
