Office of Legislative Counsel

The Office of Legislative Counsel is a nonpartisan office that provides legal and operational/administrative support to all members and committees of the Vermont General Assembly and to staff offices within the General Assembly. The Office of Legislative Counsel is divided into two units: Legal and Operations.

Legal: The attorneys provide legal services including the drafting of bills, amendments, and resolutions; research and analysis of legal issues; and research and analysis of policy issues. The legal staff also oversees the editing and publication of the Vermont Statutes Annotated.

Operations: The operations and administrative staff handle payroll and business functions for the General Assembly, staff House and Senate committees, and provide editing support for the attorneys.
