- Biography
- ELA CHAPIN lives in East Montpelier and represents both East Montpelier and Middlesex. She grew up one town over, in Calais. Her professional background includes a decade working in environmental and outdoor education and in leadership development, working with various nonprofits and seasonally as an instructor with Hurricane Island Outward Bound School, where she has recently returned, joining their Outward Bound Professional team that provides outdoor-based professional development programs for organizational teams. Ela spent 15 years working in economic and community development, supporting working lands entrepreneurs and expanding local and regional food systems. Named a rising star by Vermont Business Magazine in 2014, Ela is founder of the National Farm Viability Conference, cofounder of the Agricultural Viability Alliance and was director of the Vermont Housing and Conservation Board’s Vermont Farm and Forest Viability Program from 2006–2021. She holds a master’s degree in environmental policy and planning from Tufts University, a bachelor’s in environmental science from Brown University, and a certificate in Nonprofit Management from Marlboro College. Ela was elected State Representative for the Washington-5 district in 2022, and currently serves as co-chair of the Legislative Women's Caucus. She spent her first biennium as a member of the House Committee on Judiciary before transitioning to the House Committee on Environment in 2025. Ela currently serves on the Northern Forest Center's review committee for workforce housing projects and has served on a variety of other boards, including Community Capital of Vermont, the Agricultural Viability Alliance, the Vermont Working Lands Enterprise Initiative, Vermont Farm to Plate, and the Vermont Compost Association. Ela loves to hike, dance, travel. and garden.
