Biography

LAURA SIBILIA has lived in Southern Vermont for over 30 years. The eldest of 12 siblings, she and her husband, TJ, have raised three children in Dover. Laura holds a Bachelor of Science in Business Administration and an Associate of Science in Hospitality Management from Champlain College in Burlington, VT, with additional studies at the Massachusetts College for Liberal Arts in North Adams, MA. Since 2015, Laura has served as a State Representative, representing the Windham-Bennington House District until 2022 and now the Windham-2 House District. Her legislative priorities include telecom, energy, climate change, rural economic development, and education finance. She is Ranking Member of the House Committee on Energy and Digital Infrastructure, a member of the Joint IT Oversight Committee, and Co-Chair of the House Rural Economic Development Working Group. Laura also co-founded the Vermont National Guard and Veterans Affairs Caucus and was Co-Chair of Governor Phil Scott’s 2016 Leadership Advisory Council. Laura is the Director of Regional Economic Development Strategies at the Brattleboro Development Credit Corporation (BDCC). Since 2017, she has led development of the Southern Vermont Economic Development Zone CEDS and advised on regional strategies. Previously, as BDCC’s Director of Economic Development, she coordinated disaster recovery after Tropical Storm Irene and economic responses to the Vermont Yankee Nuclear Power Plant closure. Laura previously served as the Executive Director of the Mount Snow Valley Chamber of Commerce, and in 2002, Laura co-founded the Deerfield Valley Troop Support Group to assist military families. Committed to education and local governance, Laura has served on the Dover School Board since 2003 and the River Valley’s Joint School Board since 2017. She has served on committees for the International Economic Development Council, the Vermont Chamber of Commerce Government Affairs Committee and the NCSL Cybersecurity and AI Task Force.
Laura has been recognized for her work on behalf of rural communities as the Vermont League of Cities and Towns Legislator of the Year in 2022 and 2023 and named a Rodel Fellow in 2024. Her dedication to public policy, economic growth, and community resilience reflects her passion for building a stronger, more sustainable Vermont.
