- WILLIAM J. LIPPERT, JR. of Hinesburg, Chittenden County, Democrat, was born in Port Trevorton, Pennsylvania. He is married to his partner of 25 years, Enrique. Educated at Williamsport High School, Williamsport, PA; Earlham College, Richmond, IN (BA); Antioch University New England, Keene, New Hampshire (MA, counseling psychology); John F. Kennedy School of Government, Harvard University - Senior Executives in State and Local Government. From 1973-1996 employed by the Counseling Service of Addison County, serving as executive director,1984-1996. In 1992, he founded Samara Foundation of Vermont, where he was employed from 1997- 2007 (now the Samara Fund for LGBT Vermonters, a component fund of the Vermont Community Foundation). Served on the boards of VT CARES, Addison County Battered Women's Project, founding board Outright Vermont. Member VT Youth Suicide Prevention Coalition, Lewis Creek Association. Elected Hinesburg Justice of the Peace. Judicial Retention Committee (1995-2000, Chair 2005-2006); Administrative Rules Committee (1997-2000; Chair 1998-2000). Elected (2012) Legislative Trustee of the Vermont State Colleges. Member of the House: 1994 (seated April 13, 1994), 1995-96, 1997-98, 1999-2000 (Judiciary, Vice Chair), 2001-2002, 2003-2004, 2005-2006, 2007-2008, 2009-2010, 2011-2012, 2013-2014, 2015-2016.
