  • § 5-1103. Submission to voters; school improvements

    When the School Board shall determine that the public necessity or interest demands improvements relating to schools or school property, or upon a petition signed by at least ten percent of the voters, and that the cost of the same will be too great to be paid out of ordinary revenue of the City, the School Board may by vote of two-thirds of its members request the City Council to order the submission of a proposition to make such improvements and incur debt to pay for the same to the voters of the City at an annual or special meeting warned and held for that purpose. The City Council shall, on receipt of such a request from the School Board or by petition, promptly order the submission of a proposition to make such improvements and incur debt to pay for the same to the voters of the City at an annual meeting or special meeting warned and held for that purpose.
